What is the electric scooter circulation certificate and when will it be mandatory?

 The electric scooter circulation certificate is a document that certifies that the device, legally considered as a personal mobility vehicle, complies with the technical application requirements, in accordance with national and international technical regulations.

Last November 2020, Royal Decree 970/2020, of November 10, which modifies the General Traffic Regulations, approved by Royal Decree 1428/2003, of November 21, and the General Vehicle Regulations, approved by Royal Decree 2822/1998, of December 23, on urban traffic measures.

The new document approved by the State emphasizes the need to reduce the accident rate in urban areas, being aware of the shared use of the roads that motor vehicles, bicycles, personal mobility vehicles and pedestrians currently have. .

In this context, the new Royal Decree defines and regulates, among others, new regulations to be taken into account by users of personal mobility vehicles (VMP), such as the electric scooter circulation certificate.

How to obtain the certificate of circulation of the electric scooter

According to the online price comparison website Idealo, which we talked about in our article on how to save money using technology , between January 2019 and 2020 sales of electric scooters grew by 1,021% in Spain.

The number of companies that stand dedicated to their manufacture and the stores or retailers in which they are distributed have also increased considerably.

The growing number of users of electric scooters in our cities, as well as of other personal mobility vehicles, has brought with it the need to apply traffic regulations in the same way as was done for other vehicles. For the safety of users of this type of device, the technical categorization of these vehicles is also required, in order to avoid their indiscriminate marketing and ignorance of the technical characteristics of the vehicle being used.

The certificate of circulation of the electric scooter is a document issued by "a competent third party designated by the autonomous body Central Traffic Headquarters", as stated in the new regulations, which must be requested by the manufacturers of the VMP, importers or representatives who have in Spain . In this way, when acquiring their device with the corresponding circulation certificate, users have the certainty that it meets the technical requirements legally required.

Therefore, obtaining the certificate of circulation of the electric scooter is inherent to the purchase of the same , that is, it will be provided by the distributor or manufacturer at the time of purchase.

Those users who have purchased the device without said document, can request it by providing the technical sheet , where all the characteristics of the vehicle appear, stamped by the manufacturer . If you do not have it, you can request it from the dealer where it was purchased or directly from the manufacturer, providing the frame number of the scooter.

If you do not have any document and cannot get it, as we mentioned, you can also request the homologation of the device, although, sometimes, it can be more expensive than buying a new scooter.

According to Royal Decree 970/2020, the obligation to have the certificate of circulation of the electric scooter for its circulation and identification "will apply 24 months after the publication of the manual of characteristics of personal mobility vehicles in the Official Gazette of the Condition".

However, although it is not yet mandatory, it is advisable to take it into account to initiate the necessary procedures to obtain it, in case it is not available, or request it from the distributor or manufacturer, in case you are going to acquire a device of these characteristics soon.
